If you edit a web page on a SharePoint folder and get an error saying the page is locked by another user.  Follow the steps below to unlock the page. (Note: only an owner of the shrepoint site can complete these steps.)

From the SharePoint site click "pages" to pick the page you need to unlock and then select "remove check out".

You should be free to edit the page now.
